In the first few TLXOS 3.x releases (based on Emdebian), insserv was modded to add support for runlevels 7-9 using the patch provided here. At first, each runlevel (except for 0, S and 6) was dedicated to a different mode, with the on-demand runlevels a, b and c used for tlxconfig, factory reset and session shadowding respectively. When we ran out of runlevels this was changed to the sessionmgr approach that is still in use (although runlevels a-c continued to be used), such that the custom insserv was no longer required.
